Puerto Rico

The Commonwealth of Puerto Rico bears a disproportionate burden of Ethylene Oxide pollution from commercial sterilizers.  Seven commercial sterilizers are located within five miles of more than 413,000 Puerto Ricans and nearly 300 schools and childcare centers based on US Census Bureau data from 2020. The EPA has identified four, which all sterilize medical equipment, as contributing to elevated cancer risks:


  1. Medtronic in Villalba
  2. Customed in Fajardo
  3. Steri-Tech in Salinas
  4. Edwards Lifesciences Technology SARL in Añasco


Ethylene Oxide emissions from these sterilizers contribute to a much higher overall cancer risk than usual in these communities. The sterilizers in Añasco and Salinas have the highest excess cancer risk levels from Ethylene Oxide emissions (5,000 and 6,000 cases per 1 million, respectively) among all 23 elevated-risk sterilizers identified by the EPA.  The Añasco and Salinas sterilizers also reported releasing 1,089 and 547 pounds of Ethylene Oxide in 2021.
